Moldova has sent a written message to the heads of the delegations of the OSCE, Russia, Ukraine, the European Union and the United States proposing to continue the present round of talks on March 7. <\/p>\n

The message was signed by the Moldovan delegation head, Minister of Country Reintegration Vasile Sova who quitted, all of a sudden, the negotiation table in Tiraspol on Tuesday. The document contained concern over the absence of whatever progress in the provision of a free movement of people and cargoes in the Transnistria Security Zone. Sova called upon the negotiation participants to concentrate on this problem in the light of an approaching spring field season. <\/p>\n

The yesterday’s negotiations were held in Tiraspol behind closed doors in the 5+2 format (Moldova, Transnistria, the OSCE, Russia and Ukraine, as well as the European Union and the United States as observers). <\/p>\n

Upon leaving the negotiation room, Vasile Sova refused to tell anything to the journalists waiting in the corridor, and went to Chisinau. Two hours later, the said Moldovan delegation’s appeal, signed by Sova, was made public. It stated, in particular, that the Moldovan side remains adherent to finding adequate solutions to all questions, and stands ready to continue consultations on them in the nearest days. <\/p>\n

After the Moldovan delegation’s sudden departure, the talks came to a standstill. <\/p>\n

"We could not sign even a final protocol", the Russian Federation’s Representative at the Transnistrian conflict negotiations, Ambassador-at-Large Valery Nesteroushkin stated to the journalists. In his words, the mediators and observers stated readiness to continue consultations. <\/p>\n

"Discord at the negotiation table broke out over the problem of land using on the left Dniester bank near the [Moldova-controlled] Dorotcaia Village. The Moldovan delegation put the question point blank: the farmlands must be under Moldova’s jurisdiction", Nesteroushkin said. <\/p>\n

The onset of the farmland dispute between the two sides dates back to 2004, when Tiraspol stated that the Dorotcaia Village’s fields, situated behind the Dubossary-Tiraspol highway, are under the Transnistria’s jurisdiction. Back then Tiraspol insisted that the Dorotcaia farmers should pay rent for their lands and export taxes for their crops. The disputed 8,000 hectares of farmlands have since been uncultivated. Transnistria claims that the annual crops from these lands are worth between $1.5 and $3 million, and that taking it to Moldova inflicts serious damage to the Transnistrian economy, hence the decision to introduce taxes and customs control. <\/p>\n
