\"\"With 56 votes pro, the Moldovan Parliament approved the creation of the Ministry of Local Public Administration that would work out and implement policies on the activity of local public administration institutions. PPCD, AMN and some independent MPs did not back the Government initiative warning the new ministry will be used in the governing party’s interests in the 2007 local elections. <\/p>\n

Last week the document was sent to the relevant parliamentary commission for examination. According to Government officials, the new ministry will draft policies and regulate the activity of local public administration institutions, will cooperate with the European Council and the European Union in the field of local public autonomy. The ministry will also help local authorities to correctly implement the legal stipulations, will monitor the implementation of the principle of local autonomy, will draw up financial reports on local administration’s activity and will present them to the Government, will contribute to the attraction of investments in territories. <\/p>\n

All the parliamentary groups, with the exception of the Communist parliamentary group, voiced concerns over the way of creating the new ministry and over its name. <\/p>\n

AMN MPs said the new ministry will be used in the governing party’s interests in the 2007 local elections. Through this ministry the Communists will exploit to the maximum the administrative resources, they say. PPCD MPs said the new ministry “will overcentralize the control over local public administration”, while Democratic MPs opted for the creation of a ministerial structure that would strengthen local administration and would deal with territorial development entitled Ministry of Public Administration and Territorial Development. <\/p>\n

In second reading the project was backed by the Communist party and some independent MPs. These votes were enough to authorize the Government to create the new ministry.
