None of the problems put on the table during the third round of "5+2" negotiations on the Transnistrian conflict settlement has been solved. "We are very dissatisfied with the failure to reach a consensus on the settlement of the Transnistrian conflict, during the third round of negotiations," Moldovan Reintegration Minister Vasile Sova said on the night from 27 to 28 January, after the negotiations ended. <\/p>\n

"Unfortunately, none of the issues was solved, because everything is postponed under the alleged reason that different task forces or missions are created in the Transnistrian region," Sova said, adding that this is a signal from which it has to be inferred that the negotiating sides have to find other mechanisms to identify solutions to the Transnistrian problem. <\/p>\n

Sova said the negotiators faced big difficulties while discussing all the points included in the working agenda, and there also were problems to sign the final protocol. The provision that, by 15 February, the sides will create conditions for the Dorotcaia villagers to till their land plots was introduced in the protocol, following insistences by the Moldovan side. The provision sees a fee of 0.18 per cent from the value of goods transported through the Grigoriopol highway, and the replacement of the so-called Transnistrian customs points with police and militia posts, so that the Joint Control Commission be able to resume its activity later on. <\/p>\n

Asked about the actions Moldova could take in case of divergences over the export of Transnistrian goods only on the basis of Moldovan customs stamps, Sova said that the document the Moldovan and Ukrainian premiers signed on 30 December 2005 will further on be implemented. <\/p>\n

Referring to the monitoring of the Transnistrian military- industrial sector, Sova said that neither this time Tiraspol honoured its obligation to submit data about weapons in the region until 25 January, although Moldova did it in end- November 2005. "Given that the Transnistrian side explains the dragging by the fact that it is not able to carry out such an assessment, we called on Ukraine, the Russian Federation and the OSCE to help them work out these data. If this information is not provided at the next round of negotiations, we will appeal to the EU’s and the USA’s support," Sova said. <\/p>\n

OSCE Ambassador to Chisinau William Hill said that this time too the negotiations were "very difficult". "It was very difficult for us to reach a consensus on the important issues, as all the sides had contradictory opinions on them, and they were too distant from one another. Although, we worked hard on all the points included in the negotiations’ agenda, I have to acknowledge that I would have liked that the third round of negotiations brings more noticeable results, and drives closer the sides involved in the conflict," Hill said. <\/p>\n

Hill specified that the situation in the security zone was one of the problems tackled a lot. "The OSCE urged the negotiations’ representatives to honour the commitments included in the final protocol, mainly with regard to the Dorotcaia villagers. But no one can guarantee that they will be observed; it is up to the sides," Hill said. <\/p>\n

Asked whether the negotiators reached a consensus on the holding of free and democratic elections in the Transnistrian region, Hill said that "we are far away from such elections. Even if this problem is solved, then it will not happen in the near future, for sure," Hill concluded. <\/p>\n

At the same time, the Russian Federation’s representative, Valeriy Nesterushkin, and the representative of the self- proclaimed Transnistrian republic, Valeriy Litskay, told journalists that they confronted with many difficulties during the negotiations, as well as during the signing of the final protocol. Nevertheless, they expressed content with the obtained results. <\/p>\n

The third round of "5+2" negotiations on the Transnistrian conflict settlement, in which the EU and the USA participated as observers, was conducted on 26 and 27 January. The next round will be held in Chisinau and Tiraspol on 27-28 February.
