4 military columns moved unannounced on Dubăsari-Grigoriopol-Tiraspol road, ignoring peacekeeping observers

23 June 2018- Another serious violation was committed in the Security Zone.

In the morning of June 23rd, at 4 o’clock in the morning, at 6.30, 11.15, and 13.15 in the afternoon, four columns of military vehicles were spotted moving unannounced on the Dubăsari-Grigoriopol-Tiraspol road.

According to the press-release of the Moldovan delegation to the Joint Control Commission, approximately 11 TAB and 25 trucks (URAL, ZIL, UAZ) were moving on the road without any symbols of belonging to either the OGRT or the peacekeeping mission, with number plates missing. Moreover, the columns were accompanied by the Transnistrian “special police forces”.

The Moldovan delegation managed to gather military observers from all the peacekeeping parties around 5.30 in the Dubăsari and Grigoriopol districts (close to the Dubăsari bridge and Doroțcaia, Mălăiești villages) to document the incident. At 6.20, the OSCE Mission representatives spotted 4 URAL trucks and a military vehicle unit, observed later in Mălăiești village at 7.15.

When asked to stop, the military vehicles reportedly did not react in any way.

Previously, the Russian representatives claimed that the three military columns that moved towards the Colbasna munition deposit last week had the goal to increase security at the munition deposit in Colbasna in the wake of possible “terrorist acts and provocative actions” during the World Cup.

Contacted by Deschide.md, Moldova’s Reintegration Minister, Cristina Lesnic told that Chișinău asked OSCE to clarify what kind of vehicles were spotted, what they were transporting.


Besides the 441 “peacekeepers”, Russia holds the Operative Group of the Russian Forces in the Transnistrian region of Moldova containing approximately 1200 regular soldiers, mainly recruited among locals. The Group is the new shape of the former 14th Guards Army of the Soviet Union that is illegally stationed in Transnistria after the collapse of SU. The Group and the Peacekeeping Mission are strongly interconnected through the rotation of troops between them, and both contain local Transnistrian men with Russian passports, despite their neutrality claims.

In 2017 and the start of 2018, experts have seen a significant increase in OGRT’s military activity.

On 22 June 2018, the United Nations General Assembly adopted by a simple majority Moldova’s resolution titled “Complete and unconditional withdrawal of foreign military forces from the territory of the Republic of Moldova”. The resolution calls on the UN Member States to urge the Russian Federation to “complete orderly, unconditionally and without further delay the withdrawal of the Russian Operational Group of Russian Forces” (more commonly known as OGRT or OGRV), in accordance to its commitment agreed at the 1999 OSCE Istanbul Summit, but also the UN Charter.

Russia urged by ECHR to pay 53.000 EUR for the mother of a young man killed in a paramilitary unit in Transnistria

On September 18, the European Court of Human Rights issued a ruling finding that the Russian Federation had violated art. 2 of the European Convention on Human Rights on the right to life after a young man was forcedly assassinated and killed in an illegal paramilitary unit in the Transnistrian region.

Young people who refuse to serve the illegal regime of the so-called “Transnistrian Army” are hunted down and persecuted by the administration of the region, and the Moldovan authorities are indifferent to this problem, which has been repeated for more than 25 years.

According to a Promo-LEX Report, young people who avoid enlisting in the so-called “Transnistrian army” are fined up to 1,700 EUR or get up to 2 years in prison. In the history of Moldova, there is no sentence of condemnation for the forced enlistment of young people in the Transnistrian region.

NB: The armed forces in the Transnistrian region have about 5.000 people (the national army of Moldova has a staff of about 6.000 people), distributed in 4 infantry brigades (Ribnita, Dubasari, Tiraspol and Bender); a special brigade; Battalion of tanks, equipped with 20 fighting machines; 18 missile launch systems of the “Grad” type and less than a 100 pieces of artillery.

500 military students, including minors, trained by Transnistrian soldiers in the Security Zone

During the hearing of the Moldovan Joint Control Commission (September 13) on the Situation in the Security Zone, the Moldovan delegation called for explanations regarding the military actions organized on 7-9 September by the military structures of Tiraspol near the Mereneşti locality, in the southern sector of the Security Zone.

About 500 military students, including minors: Cadets and Suvorovists who, under the guidance of the Transnistrian soldiers, attended a training course with the use of military equipment. Such incidents occurred simultaneously at the bridges over the river Nistru Gura Bâcului – Baciuc and Rezina – Ribnita.

These are some of the many waves of abuse committed by Tiraspol, that violate the right to free movement in the Security Zone and prove the importance of ensuring security and free movement in the Security Zone by the peacekeeping contingent jointly with Police and the so-called Russian “militia”.

Discussions on the subject will be continued at the next JCC meeting scheduled for 20 September 2018.

Dodon refuses to admit that “Crimea belongs to Ukraine”

After being invited to the “Puterea a patra (tr. Fourth Power)” show on N4 television, Dodon refused to firmly answer the moderator’s questions regarding the territorial integrity of Ukraine.

“In the 27 years of independence of the Republic of Moldova, the leadership of our country recognized the territorial integrity of the neighboring state, and nothing has changed”, declared Dodon.

At the insistence of the moderator, who asked “Which country should Crimea belong to?”, Dodon refused to answer, saying only that “it has already been exposed”.

A similar situation happened in October 2016, during the RTR-Moldova electoral debates, where, asked the same question, Igor Dodon answered that “Crimea belongs to the Russian Federation”, after which refused to unveil the subject.

Reminder: In late August, at a meeting with representatives of the Ukrainian diplomatic corps, President Poroshenko said he accepts a talk only if Igor Dodon supports the territorial integrity of the Ukrainian state.
